Looks like just a simple mistake. A mistake that shouldn't have taken 9 months to correct, but in the end, still a simple mistake. They said in the video that it's an automated system so there are bound to be mistakes. The citizen is right though, there needs to be a quality control to protect people.
In my town, he would plead not guilty to the offense, and either it would be thrown out before he made it to court, or the judge would dismiss it in court. It would be resolved in less than 60 days. The fact that it has taken 9 months and still isn't corrected is ridiculous. But if it never makes it before the court administrator then it hasn't had a chance be thrown out. The problem is the appeals process, whoever he went to after receiving the ticket is the problem. The camera system is right, someone ran a red light, it just wasn't this poor guy.
It is easier to raise taxes than it is to install and monitor these things. They are way too much trouble and are wrong quite a bit more often than they should be.
