The heel-toe downshift technique allows you to downshift while braking. This is done before the turn. The only braking you should normally be doing during the turn is light trail braking and you should already be in the gear you want for acceleration out of the turn. Braking after the turn is obviously not necessary unless there's some other reason to have to slow down.

All braking and downshifting should be done prior to turning when entering a corner.
This is a pretty good rule to follow MOST of the time.
