I've been in a similar boat with a non paying tenant and the courts.
I remember now-bailiffs only involved if you place a second court order to instruct bailiffs to evict.
Only thing you can do is speak to the prospective tenants in person and get a feel for their legitimacy - and do some further background checks (easiest thing is to do more digging on the company they work for).

Leaving the scene of an accident when someone is injured is an offense but if no one is injured I understand you can leave the scene of an accident so long as you report it to the cops within 24hrs.
I know of someone who crashed his car into a lamp-post / parked car one night when drunk. He got out and walked home to sleep it off. By the time the cops arrived at his house in the morning they found him to be under the limit and couldnt do anything about it..

So if you head home and fanny about in your house for a few hours, there really isn't any excuse for not reporting it. However, if there was another emergency (which you'd have to prove), then you may get off with it.
Furthermore, there are two offences in failing to stop.
(1) Failing to stop at the scene and provide your vehicle registration number, your name and address, and that of the vehicle owner (if different), to anyone with reasonable grounds for asking for those details;
In this circumstance you have to 'stop' for a reasonable amount of time so as any person wishing to contact you has the ability to.
(2) The other offence libelled as above in failing to report the matter to Police.
