There's no way they could ban all close season testing. How would the teams develop new cars?

They're allowed 15,000 Kms of testing a year, but no in season testing.

So the new drivers will get some testing. It was a problem this year as we had two drivers starting mid way through who hadn't done any.

In previous years they used November for test mules, made up of current cars with some of next years parts grafted on. This year they are unable to test until Jan 1.
