Sort of. IIRC from todays race:

There's a line across the track near where the pit lane exits. Massa was first over the line by about a metre - which meant he had right of way. Still a very questionable penalty imho.

I think it's like a give-way to be honest. If you pulled out in front of someone with that little of a gap, then there's an issue, IMO.

Not exactly, in that instance Hamilton had been faster than his teammate for the whole race. today, the faster driver slowed to allow the slower driver through.

One wonders how long ago Alonso would have won the championship had he been in a Ferrari...

But who would they get rid of ?

All is not well in the Ferrari camp by all accounts. All rumour (which I usually don't do) but it would not suprise me to see one of Massa or Kimi given the boot.
