go to the number 10 site and create it as a petition to change the existing process and then detail it as per your letter... Get my vote

It makes no sense in reality though. All it will do will be to encourage more and more unlicensed (and therefor uninsured) drivers with untaxed and untested vehicles onto our roads.

Ireland has a horrific problem in that respect, as you don't really need a driving license at all. Even if you are caught there is next to no penalty. One of my mates' wife doesn't have a license and when he put her onto his insurance it went down by 20%.

As MarkB said earlier, it's probably cheaper to pay the fine for not paying road tax than it is to pay it. There is no reward what so ever for being a law abiding citizen.

Silly idea, cant see how it would reduce congestion at all.

I trained and became a driving instructor years ago, did
it for a year. Had to relearn my driving style and no doubt
things are different again now.

Better education for current drivers would be a start though,
I mean who the f**K bothers to indicate anymore

Because thousands of people would have their license taken away and have to use public transport.

And that'd probably just be from the theory test. Without even having to go into negotiating a roundabout and indicating in the correct places.
