Small cheap 4x4
4x4 won't be any better than 2wd in the ice..doesn't matter how many wheels are being driven if there is no traction.
Might also be worth changing wanting a 4x4, to wanting something with awd.
Subaru Justy, old shape impreza 1.6, audi 80 quattro, suzuki SJ would prob all fit the bill.
insurance and antyhing with 4wd will never be a doddle, though.

An inexperienced driver will cope far better in something car-like - a Panda 4x4 sounds ideal.
Frankly though, someone ought to educate your sister - 4wds are no safer in poor weather than a small 2wd hatchback with decent all-weather tyres. There's no university in Wales that's inaccessible, even Lampeter has roads running to it
i know i know , im a landrover driver of 10 years and have tried to give her that lecture - in fact i think they are actually 'less safe' BUT she wants something larger than a 'car' and solid with 4x4 thats cheap to insure - no way to tell her otherwise ! lol oh and a 2k budget so 4x4 panda is out the question..
Spent a fortnight in a Jimny in Costa Rica. Well, on the road at least. Only 4 seats but took all the off-road challenges we threw at it. Impressed I was overall. Not too big either, might be appropriate for 19-year-old girl driving / parking etc...

In fact in the Autocar survey a couple weeks ago, the Disco was the 6th safest car to crash in.
Looks crap, but damages everyone else. Ideal!
