I remember this too.
I think its 14 days usually but can be extended indefinately if they have trouble tracking down the driver / owner or plate is obscurred or not readable
reason for this i think is company car owners as the fleet gets the ticket and then its passed on.
Could be wrong though.

Recently, I have seen a NIP that was produced exactly one calendar month after the offence and that I received a few days later.
I handle the NIPs for speeding offences our employees incurr in their company cars.

Unless you (sorry, they) got pulled over and given a verbal NIP in which case, you have a six month wait for the paperwork.

Two methods of receiving the NIP - verbal if pulled, through the post if camera'd. It's this latter one that has the 14 day cutoff.
Irrespective of which form of NIP you get, if you dispute it, they then have 6 months in which to put together a case and issue a summons. That's 6 months from the NIP dispute though (ie receiving your NIP back in the post saying "I didn't do it" or saying to the copper, "No I wasn't, I'll see you in court). Obviously the latter's the same as the date of the offence but the former isn't.
