The police do this around my area. Local volunteers point a speed gun and record your number plate and speed. Then you get a warning letter from the police.
But the warning letters are exactly that.

It's the Plastic Police who are doing speeding checks. If they find anyone over the speed limit you get a warning letter as they can't be used to prosecute you. If they find that the road is a good source of income then the regular police will set up shop in the area.
I had one of these letters from Surrey Police when I was caught doing 47 in a 40 zone (saw the sneaky b*stards too late, they were hiding behind a bush on a country road and they were definitely the pretenders playing). Surrey Police explained it was a Yellow/Red card system they were using as in football
and I had been issued a yellow card as a warning and that if I was caught again I would be prosecuted.If they had caught me at 47mph the chances are the speedo was showing 50mph and I should have ben ore careful with my driving. At the end of the day I was speeding and got caught and let off. I look at it as an occupational hazard.

The laugh is, it's usually the locals who get done themselves - by their own petard.
There were a bunch of these around Woking a while ago and just after I had gone past them, Jo was following in her 7 at the time I believe.
I got past, floored the Elise as it only has a modified air intake and isn't particularly loud (ask Lloyd or RichUK to testify) but the busy bodies all turned round to watch me and ignored Jo.

Most of the idots who rip up and down the local 1mile straight are locals.
