Can the car be started to verify the motor runs properly? Where is the car now and are you willing to take it to a Honda dealer to have a tech go over it before I put in an offer ? I'll pay for the inspection if you get it there.

No can't be started (no starter button), and has no seats or steering wheel so can't be taken to dealer either. However I've decided to rebuild it myself. Once rebuilt, it will be startable but will me more expensive...

You could have it towed to the dealer if you wanted to. $100-$200 tow fee on a $10,000 asking price isn't much of an expense to ensure buyers what they are getting. Heck I'd pay the tow costs if it all checked out a-ok at Honda. Probably best if you rebuild yourself. At this point I am looking at this car as pure salvage given the circumstances
- 2 accidents documented on carfax, unknown extent of damage and unknown quality of repairs performed
- theft recovery
- vandalism
- cannot test motor or transmission to verify they are both in good working order
Best I could offer based on this is $6000 given the cost of replacement parts, risk on my part of buying a car with motor/transmission issues and labour costs required to return this car to driveable condition. Thank you for your time.

Hmmm $10,000 plus insurance check.. your sitting pretty!! what was the buy back $6000? At the end of the day the title will be branded with TMU(true mileage unknown)/NOT ACTUAL MILEAGE and SALVAGE REBUILT.. Rethink your price..
