Bullshit rules. For example, did you know that the maximum contaminant level (MCL) for perchloroethylene (PCE), a chlorinated hydrocarbon volatile organic compound (VOC), and methyl tertiary butyl ether (MTBE), a VOC and an oxygenate, in drinking water is five micrograms per liter (mc/L)? To find corresponding action levels for soil, you apply attenuation factors for each which vary by depth to groundwater below grade surface and soil lithology.
