Default Arrgghh... Got my first ticket on the S!!

I was coming home today and I was getting on the on ramp and got on the right lane. I was going a tad quick because I was passing the cars on the middle lane but I think they were going slow to begin with. Out of no where I see a trooper on the right lane and when I hit my brakes he comes over and blips his lights. He says he lowered the speed to 75 going to 65 but never told me how fast I was actually going.

My question is, there were cars in the middle lane and he was on the left lane and I was on the right. How was he able to clock me with cars in the way? Or did he see me passing the cars and decided I was speeding?
