Is Cali the only smart State that figured out its otay to turn off the HOV Lanes durning non peek hrs?

You're stating it's smart. I don't think it is.

There are several stretches in CA where 24/7 enforcement would be a good idea (I-405, for instance).

dunno bout yOUr 405 butt yeah I do think its helpfull on some of the other's esp in fairly light traffic times to get around certain cars

So the rule in CA if the same on ALL your HWY's I take it?

Not that I know of. . . there again, if you want to be in the lane, go ahead. . . they're not blocked off. . . yet. . .

Most of the HOV lanes around Seattle are time limited. 405 is 5am-7pm, for example.

That's what I thought, but I also know that the rules are subject to change. . . especially up there. . .
