Second, your leading point is hinged on the 2,000,000 people (they weren't all black, my buddy Matthew Shahbazian was there. . . and if he's black, I'm Korean) having 4 days notice. They didn't. Many were anticipating this up to a year. Several of them doubling-down with a (grossly, IMHO) presumption that either we'd have the first African-American president, or the first female president.
Thirdly, not having been to New Orleans, I can't give any wild insight to social particulars. However, when dealing with lower socio-economic neighborhoods, it's best to just fire warning shots until you get the desired effect. . .
. . . also, in many of the citizens defense, the first thing out of the authorities' mouths was probably, "I'm from the government, please listen. . . "
Don't consider that situation too far out of your own scope of understanding. . . just get more information before arriving at a conclusion.

The middle class got dissolved in the last 8 years. What's left are the Edwardian underemployed (including those on workfare), Trustafarians, and the wealthy.
If you're actually making north of $45K, and south of $150K a year, and aren't here on an H1-B, you can't say shit: you're (*cough* we're) of such minority that our needs are barely a blip on the radar screen. Too "wealthy" for government money, not wealthy enough to bribe someone into office. . . and our numbers have been on a rapid decline.
The only thing I will say about whining is that the underemployed should be allowed reasonable access to health care that isn't the Emergency room. It'd save the taxpayers as well as the small businesses that support them millions (perhaps billions) of dollars a year in lost productivity and overly-expensive medical treatment.
America was founded on small businesses, but Big Government runs on Big Business. . . but most big businesses started off as small business. . .
