actually, pipes out the hood would be most likely NOT for a daily driver, and thus not be driven in the rain.

nevertheless, if you have a dip in the exhaust, a "reservoir" if you will, you shouldn't have a problem with water. the pipes wouldn't be of insane diameter, and whatever water gets in the pipes would surely evaporate before getting to the block

I can see the posts now!! "I hydrolocked my b18c transplant while it was parked in the rain, my shorty headers filled up with water and I tried to start it!!!! Will Honda replace my car????"

no mugen isn't a long tube header, I actually don't like their design.

A long tube would get a noticeable amount MORE power than what is currently available. We just don't have much room down there....
