They said on the radio they're letting people back into their building. And they figure it might be from a nearby drilling operation.

why do I get the feeling this is the last we'll hear of it?

Investigation starts, steam drilling stops, someone gets paid off, said someone forgets about the whole deal....

It's steam injection for enhanced crude oil recovery. It makes the really heavy, crappy crude more viscous, allowing it to be pumped from difficult geologic formations. They do it a lot in the San Joaquin Valley. They shouldn't be doing that shit near downtown LA.

Well, any crude oil that is pumped to the surface will result in the release of volatilized hydrocarbon vapor to the ambient atmosphere. Hydrocarbons are a catalytic component of and precursor to photochemical smog, so, yes.
