As for Shaw... there a few companies that do the same thing (Bechtel [which got a no-compete for housing], URS, etc), so the no-compete contract here is somewhat questionable. However, Shaw is a Baton Rouge company so they may have a better understanding of regional issues than the others.
What really irritates me about this is that the contracts, aside from being no-compete, are open. There's no accountability to do the job right and for a fair price. Of course, no accountability is the MO for Bush.

They are possibly the only company in the world with the full range of capabilities for energy infrastructure.
