Wait a second here...

We need to assign a governing body so that we can perform a census and determine who shall have the priveledge to vote on what persons will make up the committee so that we can designate a council who can then be supported by said special interest groups and back the conglomerate.

at which point the Institution can found an Academy whereby the council can administer the committee, and if need be, form the special interest groups into seperate guilds each focused in their own enterprise operations.....
