so are you constantly training villagers at your TC (Town Center)? for your economy to properly get started, your TC should never be idle (ie not training villagers = loss).
that's why I keep everyone on food, to get the constant villager production. with the british I'd probably play it a little different, but I'd still keep most of them on food for the first few minutes.
