Everyone gets put on waivers when the first game starts (usually Sunday), and Tuesday at 8pm they are free agents (picking them up does not alter the waiver order). Any player that is dropped gets put on waivers for 1 day.

So I had to drop someone to go down to 12 or find someone in a hurry to make it 14. Had to just cut to 12, it was simpler that way.
