I think the primary benefit is the cutout for the Mugen intake (develops a tiny bit of positive manifold pressure at higher speeds) and marginally better cooling. It doesn't affect the airflow under the car and doesn't significantly affect the overall shape. The drag reduction would be very small, if anything.
The mugen bumper has more total forward opening than the stock, therefore, higher drag. That doesn't mean it's not better for racing - racecars have terribly high drag numbers in return for much higher downforce or cooling efficiency numbers.
