And when the US and the UK (to a certain extent) flout those rules of engagement and the Geneva Convention, the blurred line gets even worse.

The catch-22 is that the best way to beat a terrorist is to think/act like a terrorist, yet the way of life that we are trying to protect is based on respect for others and holding ourselves to a higher standard whether the world does or not.

I am, of course, speaking from a US rather than UK perspective. I'm not exactly sure what horse the UK has in this race...?

This is not unlike the introduction of skirmish fighting (as opposed to the style of the 'thin red line') in the late 18th century or guerilla tactics in the 20th century. Terrorism defies traditional military strategy. It requires a new defense and new offense.

Not sure I know what it it though.
