when you first start the game start building.... put the tax to 0%.. and everyone comes to your city... the following year put the tax to the max.. i think it was 20%... and everyone pays and leaves.. then the following year back to 0%.. keep on doing that.... it'll your city can manage itself... then put the taxes to 3-5% and build your bomb ass city.... and you should get enough money every year to build...
