Does he have a lockable toolbox there? If so...

buy some 2-part expanding foam, mix it, and use a turkey-baster to inject the foam before it starts to expand into his toolbox. When you've filled all the drawers and the foam has set, scrape off the excess so you can't see the foam from the front.

It'll take weeks to get the drawers open months to get the tools cleaned off

Or....

You know the machinists' bluing ink used in mold & engine builds, etc to check clearances? Paint just the undersides of all the handles on his toolbox with it - it'll get on his hands, his clothes, everything before he figures out where it's coming from

And finally, on my list of fun things to do on a grey day...

Though this isn't environmentally a good thing, take a turkey baster, and use it to leave a nice big puddle of oil under his car. When he pulls out, he'll think he's got a huge oil leak and panic. Or, give his tires a really good oiling - it'll sling out all over the sides of his car
