Assuming you haven't already started the process, I highly recommend getting Global Entry instead. $25 extra and you get to skip the customs lines when returning to the US. Totally worthwhile.

If you can get Nexus, Nexus gets you all the global entry benefits as well

My NEXUS expires this summer and it doesn't seem feasible to renew it.

He'd probably have to travel to Buffalo for the interview, which I'm guessing largely wipes out the cost savings. I've recommended my Seattle friends get Nexus given proximity to the interviewing station (Blaine, and possible at Boeing Field in Seattle if you're patient), but unless you go to Canada regularly it's not hugely valuable over GE.

I haven't submitted the application yet for TSA Pre so I think I will opt for Global Entry. NEXUS would make sense except for the travel distance for the interview and the fact that I don't travel to/from Canada that frequently.

When I first got it I lived 10 minutes from the nearest interview office. Now it's a 2 hour flight. And my experience at YVR has consistently been hassle free. If I could make it work with an already planned trip to Vancouver that would be okay, but I probably won't be there again until the fall.
