Please check the OED for "milliard"; I haven't handy access to the OED or else I'd do it myself.

That 1,000,000,000 is called one billion in English isn't the issue, because in the US we (try to) speak English. The question is whether 1,000,000,000 is called one billion in the UK.

They're good with a nice red wine and shallot vinaigrette.

(Before I get flames, consider that the Incas domesticated cavies (guinea pigs) thousands of years ago.

Good point. Maybe guinea pigs are sacred.

In that case, there are many, many lab technicians who are going to be very disappointed after they've died.

My mother was apparently something of a tomboy when she was growing up. My grand-mother told her "If you kiss your elbow, you'll turn into a boy" Well, lucky for me, she couldn't, else I wouldn't be here.

An answer... not definitive but an answer.

My Oxford (printed in 1970) says:
[I]Milliard: a thousand millions
Billion: a million millions (bi-million meaning twice the order) except in the US and France where its meaning is a thousand million.
