Can't say I'm really a fan of that since it will block new teams from working their way into the top series. I also think you're going to end up with 9 4-car teams.

Joey will race. For someone, somehow, some way.
Good example of what I meant is Stewart Haas. They ran 4 cars (Tony, Kevin Harvick, Danica, Kurt Busch) but only got 3 of the franchises (Busch is the one left out). So either they have to buy someone else out to give Busch a guaranteed spot, run a 3 car team (which means Kurt would take Tony's spot), or have the 4th car show up every week and try to qualify their way into one of those 4 extra spots.
Joe Gibbs is in the same boat - 4 drivers (Hamlin, Kyle Busch, Edwards, Kenseth), 3 spots (Edwards left out). So either they run 3 cars or buy a spot.
MWR (Michael Waltrip's team) closed so those 2 spots are up for sale. I'm pretty sure SHR and Gibbs have the money to outbid any other random team... again, freezing out the smaller teams.
So a small team that doesn't have one of those 36 franchises, or one of the 1-2 car teams wanting to grow, either has to constantly try to qualify in on speed or come up with a bunch of money to buy out another small team. I just think every time one of these small teams folds, one of the bigger teams will buy the franchise and we'll end up with nine 4-car teams eventually.
