A Notable doctor had No Table so he was Not Able to operate.
A ring?
I'm guessing the guy was going perpendicular to the cop, and since the cop had a red light the guy must have had a green light. Since going through a green light (even if you don't notice if it's green) isn't illegal, the cop didn't go after him.
