Default New Dangerous Substance - Attn Raptor

While surfing the web I've come across this new dangerous substance.

http://www.dhmo.org/

What are your thoughts Raptor, and any chemist in the corner?

I'm speaking to you from Pasadena, where the water supply is high in totally dissolved solids (source: Colorado River), is contaminated with chlorinated hydrocarbon volatile organic compounds, notably perchlorate, a rocket fuel, and trichloroethene, a solvent/degreaser (source: San Gabriel Valley groundwater basin), and has been known to have high fecal coliform counts.

Are the interim guidelines aromatic and chlorinated volatile organic compound attenuation factors, based on a matrix of soil lithology and depth to groundwater, to apply to maximum contaminant levels in drinking water to arrive at remediation thresholds in there?
