He violated NCAA rules at that time. He was stripped of the Heisman for that. Just because the rules changed recently, does not mean he should get the Heisman back.

If you got a speeding ticket for going 70 in a 55 zone 5 years ago, and the speed limit was recently increased to 70 on that same road, do you honestly think the city/county/state should refund you the money you paid?

THe NCAA rules were extremely outdated and anachronistic.-- and unfair to all student athletes. The NCAA and its member colleges were running a monopoly which deprived students of fair compensation for their services. That's how the NIL came to be. USC was made an example of by the NCAA. The University of Miami violated NCAA rules, which were quite unfair to all. Among other things, they supplied prostitutes to players. They appealed and got all penalties dropped and their wins reinstated.. That hasn't happened to USC. The Heisman committee finally pulled its head out of the sand. The NCAA needs to do the same. Can you spell East Coast bias?

When Reggie Bush signed with USC, he was aware of all the NCAA rules & regulations. It doesn’t matter that since he signed & graduated the rules & regulations changed. He violated those rules that were in place at that time.
If the NCAA changed the rules on April 01, 2024 to new ones, those new rules simply do not apply retroactively & override the old rules.

If IndyCar and USAC decided today that all diesel powered racecars are now illegal, do you honestly think that Penske/Ilmor would be stripped of their Indy 500 win?

Of course I agree but until it happens , not much you can do.
Reggie Bush should not have gotten back his Heisman Trophy period. He knowingly violated the rules that were in place when he signed with USC.

No, he never should have lost it. He didn't know about his parents' living arrangements.
