I'd wager that you wouldn't consider an average person going in, buying a pistol and carrying it legally with minimal (if any) training to be responsible carry and ownership, would you? 
And on the second paragraph, I agree that all people legally able to purchase firearms should receive mandatory training on their operation and ownership. I'm not even gonna start on the tangent of why this will probably not happen and how poor our various levels of education systems are...not going there.
