The rotors are held on with those screws ONLY for assembly. Once the caliper is on and seated, the rotor is held in place, and once the lug nuts and wheels are on, the rotors aren't going anywhere. The screws tend to corrode from the inside and seize in place making them impossible to remove once they've been there a while.
When you are changing brake pads yourself, use two lug nuts to hold the rotor in place while you change the pads. Once the caliper is back on, remove the lug nuts, put the wheel back on and replace the lugs. That's too time consuming in the factory, but drilling out those screws is a SERIOUS PITA.
Your only other real option is to paint the rotors to prevent the rusting.
