I'm noting that not all pork is equal. The solar credits, for example, are a good way to ensure that people keep buying solar panels and the country doesn't lose that infrastructure and the momentum of getting more renewable energy. Airline emissions are a way to get airlines to park their old/loud airplanes and buy new ones as things ramp back up, though not necessarily a good way and it's probably ineffective. The $500B slush fund is entirely impossible to defend, although it's funny to see some conservatives who spent 8 years whining about Obama picking winners & losers with the 2009 bailout suddenly OK with Trump and Mnuchin getting to pick the winners, as if they'll be beneficiaries of that. I don't agree with Motoo's false equivalency in this case.

That said, I'm agreeing with Dave that the best thing to have done was to pass a clean bill that paid every American (including kids) $1000 or whatever amount, and that's that. If you don't want to give money to people with 6 figure incomes who don't miss a paycheck, capture it on the backend (i.e. in next year's tax returns). As soon as you start means testing it, lobbyists get involved and you end up with stupid rules and incoherent policy. One of the early proposals was $1200/adult and $500/kid, phased out above $75k based on 2018 tax returns... I would have gotten the full amount because I was unemployed for part of 2018; my eye doctor wouldn't get a penny because 2018 was a great year, but meanwhile she's sitting at home eating Ramen hoping she can weather a month or two without a customer, while I get my full paycheck every other week. Total cluster****. Just write the checks.
