The unions are very weak. Most union jobs have good vacation plans, anyway.
Here I think some unions have more power than others...such is the nature of the best I guess.

Who would fight against mandatory vacation? Big businesses, which control the money flow in Washington and indirectly the votes as well.

No. . .
The union will fight for non-represented employees if there's something to be gained from it. Specifically, if there's something to be gained for the union-as-bureaucracy (read: lobster for union leaders). It could happen. . .
but yes, probably NOT going to happen anytime soon.
