Well, take a look what PennDot sent me when I ordered a DARE plate!

?! i thought they were out of production? i tried getting one but they were like the reg plates with yellow and blue

The black DARE plates are, you can still get a blue, white and yellow DARE plate but it's just not the same IMHO.
