Do you need snow tires in Philly area?
Since you already have the wheels/tires, I would certainly say keep them. We have gotten lucky the last 3-4 years with mild winters, but this one is already shaping up to be pretty bad or at least unpredictable. Personally I run the dunlop wintersport m3s as I find them to be a perfect balance between ice/snow handling as well and dry traction fun. And remember to stick with oem specs for the rear tires for winter tires, since thinner tires are better for cutting through the snow.

The philly winters are really unpredictable. Some years we might only get 4" snow TOTAL, and other we might get 12" inches per storm! Personally, MY07 is my DD, but I have access to another car if the snow starts sticking. I keep the RE-050s on all year and they work fine for me until there is a coating of snow on the ground and once there is a coating of snow, I can't drive the car. Last year, this effected me exactly two days out of the year. I'll see how it goes this year, but if you don't feel comfortable driving in summer tires in the winter you should be able to get away with using the all-seasons as long as we don't see much snow again (as we really haven't in at least five years).

The fact remains, PennDot is unpredictable.

HA! That's what you say.
PennDot is 100% predictable on my street; 100% of the time they are way too late, and suck at their job.

I retract my statement!
PennDot is predictably horrid.
