I don't think it's the flap I hear. I see rubbage marks on the outer part of my front tires. I reallly think it's the inner liner rubbing... I'll have to see what I can do about it.

 

If you see rubbage marks, it's definitely rubbing your liner, then eventually it'll break the liner, exposing the beautiful lip of the fender.

Then after that, the tire will catch the fender and pull it out . It's a real marvel of physics
