Looks to me like the maximum number of people who can stay at Tapoco (if everyone doubled up), is 56 people. If this is limited to 75 cars, that's a minimum of 75 people. So roughly 20 people will have to stay at Fontana (and that's only considering 1 person per car and we know that's not going to be true). I think we need some clarification here.
