That's due to lint or dirt during the powdering process. Orange peel is from oil/grease being left on the cover.

If someone is using a properly vented booth for coating, that shouldn't be an issue.

I personally strip, media blast and out gas everything I work on.

Interesting... for standard painting, orange peel is usually from incorrect spray pressure...

Yeah, there's no pressure with powder coating. Peel could also be caused by not letting the powder properly cure.
