Default Help for trailer wiring

I went to wire a liteing harness to pull a trailer and found a Hoppy electronic trailer converter duct taped inside the cover. Problem is not sure it works seems to only put out 5 volts. I called Tew hitch city and he referred me off to Honda..?? suprised me but i called Jon Hall and they also give me the run around. Anybody know how this Hoppy converter works or even how just to wire up a 4 pin flat blade harness. Hopefully soon i was going to winterfest this weekend and wanted to pull a trailer with tires and tools.

After reading what i just said could it be this converter only outputs 5v for Led trailer lites? Makes sense anybody familiar with Hoppy electronic tail lite converters?

Bad ground somewhere try grounding to something seperate from the harness . All my previous trailer problems are bad grounds .
