Michael Phelps
The paper has a photo of Phelps smoking from a bong, a water pipe normally used for smoking marijuana. The alleged photo was taken at the University of South Carolina in Columbia, where Phelps was visiting a female student who he was secretly seeing. The paper's anonymous source relates that Phelps partied hard each night he was there.
I say give the guy a break. He's human after all. That is a pretty funny pic though. That is DEFINITELY him. I wonder how fast he can smoke a bowl?
UPDATE: Phelps admits that it was him.
I engaged in behavior which was regrettable and demonstrated bad judgment. I'm 23 years old and despite the successes I've had in the pool, I acted in a youthful and inappropriate way, not in a manner people have come to expect from me. For this, I am sorry. I promise my fans and the public it will not happen again.

So friggin what, I bet if he weren't high he would have set records that would last a millenia. JK I don't smoke (anymore) but really it's not like they caught the guy smoking crack with a couple of tranny whores.

with Indyana. I don't think it looks like him at all and he would have to be really stupid to let someone take a picuture of him in flagrante and risk threads like this. 
But who knows. If it is him, he's only joining a major percentage of the population that does smoke pot. (You'd be surprise how many people do and who.)
