Kinda hard to explain but they are sort of like cheater stocks. They pin to an index and pretty much mirror whatever happens to that index.

The problem with ETF's is that they very rarely exceed the general performance of the overall market. That is to say, you can't really beat the index. Plus, a "hot" tip is useless because that tip would apply to several stocks at the same time.
