I'm willing to bet that you can submit as many applications as you want so long as you pay the fee but none of them will ever be approved or even returned. 
I also have beef with your reference. This article is wrong. At least at the moment... I know for a fact that West Virginia amended its state constitution to add that West Virginians have the right to bear arms.
Now... I'm not sure when that amendment happened so I may end up eating these words.
