No, it's bad etiquette to ride wet trails since it tears them up and causes excessive erosion. Most parks will have signs posted but it's good to observe that even if they do not. If it rains a little bit, the trails in the sun will dry quickly. If we get dumped on they'll be saturated, though.

I am not going to be in DC next week, but I am looking forward to MTB'ing sometime in September.
