There are a few different ways to say it. It just depends on the context.
The one I was thinking of is "đầu ngu". Which looses translates to "stupid head". I
can speak it fluently but I can't read or write it. There are too many symbols, it makes my head hurt

thanks guys...i was just thinking that the guy who hit taka made up a bogus insurance company because he didn't have any
and the stupid police report didn't say who was wrong or take any statements because the guy atmitted that it was his fault but how can we prove that now?

get a copy of the police report. it's usually available after a few days. the officer is supposed to get an insurance card in hand, not a verbal description of an insurance company.
if it is a fake,it's time to start filing some other chrages. what's your ins. co? make them go after the guy.

that's the indirect way for the cop to say who he thinks is at fault. driver #2 should be the innocent one IIRC.
