Are TSBs and recalls covered out of warranty?
I got an '02 S2000 with less than 22k miles and wanted to know if TSBs and recalls would still be covered (no out of pocket expense for me
) even though the car is out of warranty for time (3yrs). I am not sure if the previous owner had the car checked by the dealer for them and would like to find out. I guess a trip do the dealership is in order.

TSB's are not covered when your car is out of the 3yr 36K.
On some TSB's, if you car doesn't have the problem described in the TSB, they won't go ahead and perform the procedure. The Deasler has to duplicate the problem.
Any repairs out of warranty that are subject to DPSM approval.

For your MY02, I would only be concerned about whether the spark plug recall has been done. Other than the spark plug fix and routine maintenance (especially oil), there were no significant TSBs by the time MY02 was about mid-year. pre-04 models had an appetite for engine oil, and you have to watch those engines like a hawk.
There is also the issue of whether or not your car has the original 2-hole oil jet bolts or the upgraded 4-hole bolts that were introduced mid-year 2002. If you had the 2-holers and wanted an upgrade, you would not get a dealer in the US to perform that work for free anyway as no TSB was issued for it in the states.
