I just looked at my window sticker from a MY 03 sold in CA, and it is an "F20C1". Maybe the F20C is the JDM. Is there also a "F20C2"?

F20C is JDM

11.5-11.7:1 compression

245-250 horsepower (the rumor) from the compression

That is all...

F20C is JDM, F20C1 and F20C2 are other markets.

The differences are minimal but I expect what the original poster is asking about is where did the extra hp go?

It didn't really go anywhere. Firstly the JDM power is in PS so it's not really 250hp. Secondly, the extra compression is possible in Japan because they use 100RON fuel. That is not as big a difference as it sounds. US 93MON is about 98RON or something.

But if you were to increase the compression slightly (and I believe you can do it with as little as a Spoon head gasket) you won't notice an increase in power and chances are you car would be more prone to having the timing pulled by the ECU, resulting in a loss of power.

Another JDM difference IIRC is a second knock sensor. Not surprising with the extra compression.
