Default Tire fitment...how big on how wide of a wheel?

I have been looking at a few different sets of rotas (since I cant afford really expensive wheels) and they dont have very many that come in staggered widths. Could I run the same size wheels with different width tires? Would it be safe to run a 245 width tire on a 7" or 7.5" wheel?

I have seen a set of 16x7 (45 offset on all 4 corners) rotas w/ 225 (f) and 245

The Boost comes in a 17x8 and the Torque comes in a 17x8 and 18x8- all of which would be acceptable in the rear.
