You should be able to spend less than your budget for a modified car easy. Just tell them that the modifications aren't to your tastes and just haggle with them and act cool the entire time. With a $10-12K budget, you will most likely be getting an AP1 or an abused/bad condition AP2. I got mine for $12,100 MY03 bone stock. Some say I overpaid, but to hell with them!
