studs, retainers, springs etc can all be upgraded and made to be better.
If you can drop coin on a "solid" used motor, you might get a "better" rebuilt engine for around the same price
Except I would probably focus on bottom end. Plus there are always unknowns when purchasing a used motor. I don't know how much rebuilding the S would cost, but I know it was fairly cheap for the GSR motor (with me doing labor). Keep in mind you might not need to rebuild anything. I would have a look at the motor first to see what (if any) damage was done. Good luck.
cost depends on who you know and what you want to do. I have gone through 2 rebuilds and both cost money but I decided to upgrade internals each time.... it comes down to clock hours and what you are charged per hour. A buddy with extensive knowledge (and you as a good helper) can get it done for pretty cheap. "off the street", in a shop and you are looking a decent amounts of cabbage.
A motor is a motor in most cases but the F20 has its own quirks and pitfalls...
I suggest a rebuild but find someone or a shop who has decent wrench time on the F20
